A new executive order is expected to be signed Oct. 1, effectively guaranteeing insurers cannot deny coverage to sick people or charge them more. Furthermore, a second order is on top to eliminate surprise hospital billings. The state’s highest office says the initial plan to cover pre-existing conditions is ready; it just needs to be signed.

According to bloomberg.com, the orders are part of a broader vision for an overhauled U.S. health care system once the election is over, one that will emphasize “consumer choice, affordability, and quality of care for vulnerable groups who have health insurance in Fort Worth. Plans are also to reduce drug costs, expand telemedicine, and assist vulnerable groups such as people with kidney disease.

Rick Thornton, a Fort Worth health insurance agent says that while he is hopeful the executive orders will do exactly what they are intended to do, the ultimate goal is to pressure lawmakers who haven’t forged an alternative to the Affordable Care Act. The President has faced increased scrutiny over how he intends to preserve popular elements of the ACA, especially since the death of Justice Ruth Bader Ginsburg last week. Some lawmakers, as Thornton pointed out, feel the latest orders will fall short of providing meaningful protections for sick people who need quality health insurance. Their contention is that the orders are not official law without regulations, which can only come after the orders are in place.
